City of Howell Budget 2008 - 2009

2008 Water Rate Increase

The City of Howell raised its rates for Water and Sewer effective the July 1, 2008.  A study conducted during 2006 confirmed the need to increase operating revenues and ensure adequate funds to undertake future capital repairs and replacements. In accordance with State law, rates do not allow for any “profit” beyond actual costs. The City cannot transfer money from the Water and Sewer funds to the General Fund and water and sewer charges cannot be used for any other purpose.

After a large increase 12 years ago, the City Council adopted a policy to increase rates annually by the Consumers Price Index (CPI). Unfortunately, costs have increased beyond the rate of inflation, particularly in the areas of fuels and capital supplies influenced by fuel prices.

Sewer revenues from rate charges are scheduled to increase by 9% overall, while water revenues from charges will increase by 5.4%. The 2007 CPI increased about 3.7%. The increase for the majority of customers, our residents using 5/8 inch meters, ranges from $6.25 per bimonthly bill for 10,000 gallons to $12.25 for 50,000 gallons. The next largest group of users, with one inch meters, will see an increase of $13.25 for 10,000 gallons in their bi-monthly billing up to $19.25 for 50,000 gallons.
